Melissa oversees the Environmental Resource Permitting program for regulated activities within Charlotte, Collier, Hendry and Lee Counties. She has worked for the District for 11 years and has experience in both Environmental Resource and Consumptive Water Use Permits. Melissa is a Professional Engineer and received her Bachelor of Science in Civil Engineering from the State University of New York at Buffalo.

Bio Brian Starford, Operations, Lands and Resource Monitoring Division DirectorSouthwest Florida WMD Brian Starford, P.G., is the Director of the Operations, Lands and Resource Monitoring Division at the Southwest Florida Water Management District. The Division includes the Operations Bureau and the Data Collection Bureau. The Operations Bureau is responsible for structure operations, field operations, vegetation management, land resources and land management. The Data Collection Bureau is responsible for hydrologic data, geohydrologic data, mapping & geographic information systems, and water quality monitoring.
