Procurement Office General Information
The Florida Department of Transportation (FDOT) Central Procurement Office is responsible for acquiring professional consultant services (engineering, architecture, landscape architecture, surveying & mapping, planning, and right of way acquisition),
contractual services, and commodities related to the state highway systems. FDOT procures road and bridge construction materials and services, and other products or services related to the maintenance of roads, bridges or other transportation
facilities, as well as supplies and services that support the day-to-day operations of the agency.
FDOT
is a decentralized agency consisting of the Central Office, seven Districts, the Florida Rail Enterprise, and the Florida Turnpike Enterprise. Each District and Enterprise has offices responsible for acquiring commodities and contractual services, road/bridge construction and maintenance, and professional services. Central Office Procurement is responsible for purchasing
services and commodities for the Tallahassee area offices as well as providing guidance to the District Procurement Offices.
The purpose of public procurement is to promote efficiency, economy, and fair and open competition. FDOT does this by providing uniform rules and procedures that address purchasing. Documentation and effective monitoring are important

In an effort to protect the information technology environment of the Florida Department of Transportation, we want to make our business partners aware of a serious vulnerability with the Ivanti/Pulse Secure VPN products. On Friday, January 19th, the Cybersecurity Infrastructure & Security Administration (CISA) issued an emergency directive of a zero-day cyber-attack targeting the Ivanti Connect Secure and Ivanti Policy Secure VPN appliances. Breaches of these devices could allow a malicious actor to compromise targets by moving to other devices in the network, exfiltrating data, and establishing permanent system access to allow future access and damage. This linked article from Volexity also provides a good overview of this issue. Because a compromise in one network can lead to compromises in other networks where people and devices interconnect, we are checking with our partners on their use of the Ivanti products.
If your company uses any Pulse Secure, or Ivanti Connect Secure (version 9.x.x or 22.x.x) VPN products, please make sure you have followed instructions and used the tools from Ivanti to test for breach on your system.
If a breach was indicated, we ask that you stop any connectivity to the FDOT network until the issue has been remediated. A system is considered remediated once you have followed the steps in the Ivanti Recover Article. Additional details and indicators of compromise (IOCs) that would be useful are: Active Exploitation of Two Zero-Day Vulnerabilities in Ivanti Connect Secure VPN and 1,700 Ivanti VPN devices compromised.

New Filtering Capability added to the All Ads - Planned, Current and Results Web Page, on the Procurement Internet site:
Effective February 17, 2023, new filtering capability will be available on the Procurement All Ads - Planned, Current and Results web page,
enabling users to better customize their search results. Users may filter by: District number, Ad Status, Under-Utilized Work Groups, and Business Development Initiative contracts BDI (Small Bus Rsvd), Professional Services Work
Types, and Description (Key Words). All of the filters added to the All Ads - Planned, Current and Results are optional
for use.
