Special Concept Papers
The FDOT State Safety Office has opened a special concept paper opportunity to seek subrecipients to support/host the following statewide programs:
Traffic and Criminal Software (TraCS) Support, Enhancement, and Training – We are seeking a subrecipient to host and implement the TraCS software as an electronic crash and citation system for law enforcement statewide. This project includes personnel, contractual services, expenses, and equipment.
Electronic License and Vehicle Information System (ELVIS) - We are seeking a subrecipient to host and implement the ELVIS web-based, centralized, and standardized license and vehicle data queries. ELVIS provides the license and vehicle data to records and reporting systems in a state-agnostic format, meaning that it can be imported into any form without the need for additional formatting. Being a centralized service means that information technology (IT) costs are minimal for the agencies that implement the system, usually requiring no additional hardware or software to be purchased and minimal set up time. This project includes personnel services, contractual services, and expenses.
Safe Mobility for Life Coalition - We are seeking a subrecipient to support the Statewide Safe Mobility for Life Coalition efforts, to include development and distribution of outreach materials, outreach support, coalition meeting facilitation, and coalition member travel reimbursement.
Preventing Street Racing Through Legal Alternatives- We are seeking a subrecipient to host and support the FSU Police Department Street racing prevention program where FSUPD use the motorsports team as a tool to get the attention of the public which will afford us the opportunity to spread a traffic safety message. The FSUPD Motorsports team hosts and/or assists educational track day events to train sport bike riders in safe and responsible riding habits. The team will also attend amateur level sanctioned events, local club meetings, local motorcycle, and car shows, participate in charity events, and any of the numerous statewide functions to educate motorcyclists on motorcycle safety and the dangers of street racing/stunting. This project includes personnel, contracted services, Travel, equipment maintenance, and outreach materials and participant fees.
Pedestrian and Bicycle Safety Outreach and Support – We are seeking a subrecipient to host and support the Florida Pedestrian and Bicycle Safety Outreach and Support project. The purpose of this project is to provide state and community level education and resources to promote a reduction in pedestrian and bicyclist fatalities resulting from traffic crashes. The key focus will be on education and outreach in counties and cities ranked in the top 35% of each of the three population group’s classified by the department with the highest representation of fatal pedestrian and bicyclist crashes and provide education and outreach statewide at events with the goal of increasing pedestrian and bicyclist safety awareness and education. This project will also administer the bicycle helmet fitter certification training program and improve bicycle helmet fitter training opportunities throughout the state. This project includes personnel, contracted services, travel, and outreach materials.
Child Passenger Safety Resources and Support – We are seeking a subrecipient to administer the educational outreach and training programs that provide scholarships for safety partners to become certified CPS technicians and instructors, stipends to CPS instructors to teach courses, distribution of child passenger safety seats for individuals in need, and outreach to Florida’s current and newly certified CPS instructors and technicians. The outreach and training focus on data-driven priority areas that support the Florida Occupant Protection Strategic Plan. This project includes personnel, Instructor Stipends, Child passenger seats/restraints, CPS training scholarships, and office supplies.
Florida's Occupant Protection Coalition – We are seeking a subrecipient to host and support the Florida Occupant Protection Coalition (FOPC) and the Florida Occupant Protection Coalition Strategic Plan by managing all related administrative tasks such as preparing and reimbursing travel, leading event planning for meetings, preparation of meeting documents, and preparation of material for the FOPC website. This project will maintain consultant contract to moderate the group's meetings, update and maintain the FOPC's strategic action plan and track plan implementation through the group’s action plan. This project includes personnel, contracted services, travel, and outreach materials.
Florida Traffic Safety Resource Center – We are seeking a subrecipient to host and support the Florida Traffic Safety Resource Center (FTSRC) project to maintain and operate the online store including purchasing, storing, and distributing all FDOT- approved print and digital materials and safety equipment to Florida citizens and safety partners in support of the following data-driven emphasis areas in Florida’s Strategic Highway Safety Plan: aging road users, distracted driving, impaired driving, motorcycle safety, occupant protection and child passenger safety, pedestrian and bicycle safety, speed and aggressive driving, teen driver safety, work zone safety, and other traffic safety areas as determined by the FDOT State Safety Office. This project includes personnel, ecommerce contracted services, expenses, warehouse rental, and web services.
Geolocation & Crash Diagramming to Improve Crash Data Location Timeliness and Quality - We are seeking a subrecipient to host and support the statewide Geolocation and Crash Diagramming to Improve Crash Data Location, Timeliness, and Quality project. This project proposes to solve the problems with geolocation of crashes and eliminate much of the recurring cost, improve the timeliness and increase the accuracy of location data by creating a unified geolocation and validation service that can be accessed via the internet by any electronic crash and citation data collection system of any vendor in Florida. The geolocation tool will use the Florida Unified Roadway Base map. This project includes personnel, travel, and server and network support.
Expanding Accessibility, Utilization, and Data Integration of Signal Four Analytics – We are seeking a subrecipient to host and support the Signal Four Analytics (S4 Analytics), a statewide analytical system that currently integrates crash, roadway, and citation data. This system allows local, regional, and state agencies to analyze and create maps and statistical reports of crashes and citations in a consistent, uniform, and timely fashion. This project includes personnel, travel, and server and network support.
Child Passenger Safety Seat Fitting Station Database and Mapping 2022-2023 – We are seeking a subrecipient to host and support the Child Passenger Safety Seat Fitting Station Database and Mapping project. This project will reduce injuries and fatalities amongst the State’s youngest citizens by providing an interactive database for parents and caregivers to locate certified CPS technicians working at fitting stations across Florida. The database and mapping system will be accessible through a mobile-friendly website. Fitting stations will be mapped and pertinent details (i.e., days and times of operation and contact information) will be displayed in an interactive format. This project includes personnel and GIS Server Access fees.
